Yes they can! Listen, Bolin may like Korra a lot but he’s also the comedy relief, and the main character pretty much never falls in love with the comedy relief. They dodged that ability in A:TLA by making Katara and Sokka siblings. They’re barely dodging it this time by making Bolin and Mako siblings, and of course they can’t have any serious sibling turmoil. By establishing Mako/Korra early in the series, it leaves almost little to no room for Bolin/Korra to even work, again because there can be no sibling turmoil. Yes, they’re brothers and they’re bound to get into fights. But there’s no way the creators would allow Korra to separate them. If they do happen to drift apart, it won’t be because Bolin can’t have Korra, because Mako/Korra has already been established.

Thus why in the last episode Korra gets upset and somewhat jealous when Mako brings Asami to her ball.

And although Bolin was being a real sweetheart in giving Korra gifts for saving him, you can see it in her face that she sees it only as a friendly gesture and not a romantic advance in their relationship. If it was, it would have been a more meaningful moment that would’ve taken up more time, like when Mako and Korra fell asleep together while waiting for the guy in charge of the Resistance’s propaganda.
